The signature of the function write() is void write(const void *buf, size_t size). Thus, you want to write the data into the "buf" parameter, not into the standard output.
The cast in your original code is unnecessary since there's no implicit conversion from a void * to a FILE *. In your case you could write
fputs((void*)buf, fp);
which will write the contents of the buffer to the file.

Is it possible to modify the "General" tab in the Field Subtypes pane in ArcGIS Desktop?
I need to access all the fields in a given field type and edit their display names. I know this can be done for specific field types using the Field Subtypes pane, but in general I need to edit the display name for every field. I'd like to be able to do this directly from the General tab, but I can't see any way to do this.
No you can't do this from the general tab.
You can, however, modify the labels for all fields at once using the ini file for the field type.
